Budget 2023: the main measures in favor of the ecological transition

The Treasury Bill for 2023 presented this Monday by the Government finances several “green” impulses, and confirms in particular its support for the thermal renovation of buildings and the electrification of the automobile fleet.

New boost to MaPrimeRenov’

For the rehabilitation of homes, the State will put on the table half a billion euros more to finance the MaPrimeRenov aid system next year. In total, 2,500 million euros of financing will be released, an amount that is added to the strengthening of the budget of the National Housing Agency (Anah).

In particular, the government said on Monday it was ready to think about upgrading the system in favor of a global renovation mechanism, as well as greater support for moving less insulated homes out of “energy sieve” status.

More than 1,000 million to electrify the car park

To help households buy less polluting vehicles, the Government proposes to dedicate 1,300 million euros to the “greening” of the vehicle fleet in 2023. This is also the budget of the Ministry of Energy Transition that will be used to finance the ecological bond – which, however, drops from 6,000 to 5,000 euros -and the conversion premium- remains at the same level.

The United States reserves its bonuses for vehicles produced in its territory, Economy Minister Bruno Le Maire said on Monday, considering that the debate should be opened in Europe to guarantee that the bonus goes to vehicles produced in European territory. or strictly complying with the new environmental standards.

This support will also affect professionals, said the ministry, whose budget will allow financing additional credits for the call for projects for the electrification of heavy vehicles established within the framework of the Recovery Plan. Finally, this endowment includes the creation of the new “social leasing” system, one of Emmanuel Macron’s emblematic proposals. In FranceInfo last week, the Minister of Transport, Clément Beaune, admitted that it was “complicated to implement because it is necessary to promote a French and European productive sector”. Experiments could be launched in certain territories, he suggested.

At the same time, the financing bill contains 250 million euros for the new “bicycle plan” recently announced by Matignon.

A new “green background”

The government insists on the innovative side of its new tool to finance the ecological transition in the territories. Announced by the Prime Minister, Elisabeth Borne, this summer, the “green fund” will be endowed with 1,500 million euros in “new credits” deployed next year. “This fund will be decentralized and flexible in use,” explains the Ministry of Ecological Transition.

For Christophe Béchu, the transition can only be successful by supporting the local authorities. This fund could be used, for example, to finance the renovation of public buildings, the renaturalization of cities, the recycling of vacant land or even the prevention of natural risks. But the list is not closed. “The government will work with the communities to take into account their needs,” the ministry said.

The Government also confirms its support for the nuclear sector with a program of three calls for projects endowed with some 500 million euros, to support “new complete concepts of innovative reactors”. It should also be used to support emerging players and to “create a new ecosystem of emerging nuclear companies.” A further €500 million will be mobilized for the French Small Modular Reactor (SMR) project led by EDF, among others, as part of France Relance and France 2030 during the 2023-2030 period.
