Yaël Braun-Pivet returns to warn the Executive about the burning issue of pensions. Within a long interview with the “Parisien” This Monday, the renaissance president of the National Assembly reaffirms her opposition to the introduction, through a government amendment to the Social Security Financing Bill (PLFSS), of such a project. “I think it is not a good method to present a major reform, whatever it may be, as an amendment,” she explains.
The Government presents a PLFSS this Monday that, according to our information, foresees an improvement in the Social Security deficit to 6,800 million next year, that is, 11,000 million better than in 2022. For its part, the deficit of the old age branch it would rise to 2,700 million in 2023 and up to 13,700 million in 2026, compared to 1.6 in 2022. Enough to fuel the debate on the advisability of a new pension reform and its speed of execution.
“By definition, pensions are a great reform”, recalls Yaël Braun-Pivet. According to her, the reform would prevent taking the essential time for the consultation: “Because when doing it, you don’t have the informed opinion of the Council of State, you don’t have the reading of the impact study, the rapporteurs and the parliamentarians were not able to work on the merits ”, he warns.
49.3 “is not a violation of the law”
The executive says and reiterates his desire to complete this reform in 2023 aimed at balancing the pension systems in a sustainable way. But the question of approval by amendment has not yet been decided. One thing is certain: the opposition is fiercely opposed and the majority is divided. In addition to Yaël Braun-Pivet, MoDem’s ally sees it as a “forced step”.
If the path of the amendment is maintained, the current passage in the Assembly by 49.3 for the PLFSS is not ruled out. This legislative tool is already mentioned for the 2023 budget (PLF). Unless he finds enough allies – he is missing some forty votes – in the opposition caucuses, the executive will have to turn to him.
The President of the Assembly recalls, this Monday, that “49.3 is not a bad word” and that this article of the Constitution, which allows the approval of a text in the absence of an absolute majority or parliamentary obstruction, “does not it is a violation of the law. Yaël Braun-Pivet believes, however, that 49.3 should not lead “to not enriching the debate”. According to her, the Government must remain “listening to parliamentarians to complete the text, including those of the opposition.
Management training for deputies
Asked by the Assembly’s anti-harassment cell, Yaël Braun-Pivet announced, in her interview with “Parisien”, her intention to go further by establishing management training for deputies. The latter “are not necessarily used to managing a team of collaborators, they do not necessarily anticipate that their mission is also subject to many political and psychological tensions, with sometimes complicated work schedules”. This training will be complemented with the help of a coach, “who may be summoned at the request of a deputy if he finds difficulties in managing it”, he specifies.
